Move follows one-day courts’ success
DUBAI 15 November 2017: Now for minor offences in Dubai – that earlier used to land you in court – you can pay fines through smart devices installed in the Public Prosecution building, police stations and other public places in Dubai.
The system also allows visitors to Dubai to pay fines for minor offences immediately instead of going to court.
Dubai Public Prosecution has announced the activation of the penal order system that was established pursuant to Law No. (1) of 2017 issued by Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum. The penal order authorises the Public Prosecution to expedite judicial procedures required for issuing speedy verdicts on minor misdemeanors and offences. The new system supports the Dubai Plan 2021 objective of further improving the efficiency of the judicial system.
Dubai’s Attorney General Essam Al Humaidan has issued bylaws for ensuring the smooth activation of the penal order system, which cover summoning procedures, the offences and crimes under the purview of the system and verdicts and fines.
The prosecution entities authorised to enforce the penal order are Deira Prosecution, Bur Dubai Prosecution, Family and Juvenile Prosecution, Naturalisation and Residency Prosecution and Traffic Prosecution.
Al Humaidan said that the penal order system is part of Dubai’s efforts to continue enhancing judicial and legal procedures. Al Humaidan said that the introduction of the penal order by Dubai Public Prosecution to facilitate speedier procedures and provide alternatives builds on the success of the one-day misdemeanor court.
Al Humaidan said the penal order system was activated two weeks ago in some cases related to naturalisation and residency. He explained that the system is in line with Dubai’s smart government goals.
