DUBAI 10 February 2019: The Dubai Police has clarified that the fines waiver scheme has entered into effect from the beginning of February 2019.

It also said that from now on, all Dubai driving licence holders will get a text notification every three months on how much of their traffic fines have been waived.

The fines waiver scheme is cyclical and will start again every time a new violation is recorded [see examples below]

On February 6, Dubai Police had announced a scheme to wipe out 25 per cent of an individual’s traffic fines every quarter of she or he did not have any violations.

The move is to encourage safe driving.

Brigadier General Saif Mohair Al Mazroui, General Director of Traffic Manager said Dubai Police will send text messages to drivers every three months, showing the rates of utilization of the initiative and the fine amounts remaining on the driver’s balance.

He said the initiative will significantly benefit motorists who have accumulated large amounts of fines. “It will encourage drivers and motivate them to adhere to traffic regulations, facilitate payment by reducing the burden and achieve satisfaction and happiness among the people”.

All Types of Violations

Brig Gen Saif Al Mazrouei explained that the initiative covers all types of traffic violations committed in the Emirate of Dubai.

Traffic fines will be deducted at specific rates if a driver does not commit any violations in the period:

  • No violation for three months – fines will be reduced by 25%
  • No violation for six months – fines will be reduced by 50%
  • No violation for nine months – fines will be reduced by 75%
  • No violation for 12 months – fines will be reduced by 100%.

He added that the initiative is limited to vehicles registered in the names of individuals only, and does not include vehicles registered with companies and institutions, car rental offices and transport companies, and does not include persons who have been abroad for more than three consecutive months.

Brig Gen Al Mazrouei pointed out that the initiative will be implemented starting from the day of announcing the initiative so that the driver’s compliance with traffic laws and regulations is calculated at 25% every three months.

Each cycle of fine reduction will begin from the date of a new offense as the following examples illustrate:

1. If the total value of violations is Dh10,000, after first three months of no violation, it will be reduced to Dh7.500. But if a driver commits an offense after the expiration of three months, the fine will stay a Dh7,500 and she or he will not be entitled to benefit from the rest of the initiative. He or she will have to start benefiting from the initiative from the date of the new offense.

2. If the total value of violations is Dh10,000, after first six months of no violation, it will be reduced to Dh5,000. But if a driver commits an offense after the expiration of three months, the fine will stay a Dh5,000 and she or he will not be entitled to benefit from the rest of the initiative. He or she will have to start benefiting from the initiative from the date of the new offense. If he or she does not commit any violation for the next three months, the fine will be reduced from Dh5,000 by 25% to Dh3,750,

3. If the total value of violations is Dh10,000, after first three months of no violation, it will be reduced to Dh2.500. But if a driver commits an offense after the expiration of three months, the fine will stay a Dh2,500 and she or he will not be entitled to benefit from the rest of the initiative. He or she will have to start benefiting from the initiative from the date of the new offense.

4. If the total value of the violations is Dh10,000) and the driver did not commit any traffic violation throughout the year, the value of all the violations shall be deducted.
