Abu Dhabi forms watchdog ombudsman

ABU DHABI 9 April 2020: The Abu Dhabi Executive Committee has issued a resolution forming the Abu Dhabi emirate’s Complaints & Grievances Committee, chaired by H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Chairman of the Abu Dhabi Crown Prince Court.

Based on the resolution, members of the committee are the General Commander of Abu Dhabi Police Department, Chairman of the Department of Community Development, Chairman of the Department of Economic Development, Undersecretary of the Government Support Department, Director- General of Abu Dhabi Executive Office, and a representative of the Department of Municipalities and Transport – who shall be of an executive director level.

Scope of the work of the committee includes overlooking complaints and grievances submitted by government entities and companies, save for complaints related to personnel and human resources affairs.

Based on the resolution, the committee is authorised to look onto reasons and causes of complaints and grievances submitted by government entities and companies, to form related government committees or work teams to study some certain matters, and to follow up the works of the said committees or work teams, said Wam.

The committee is also authorised to refer any matter to any government entity, or to any subcommittee, in order to study it over and to give an opinion on the said respective matter.

As well, the committee has the right to impose, as per valid systems, any disciplinary measures against the accused bodies in case they are proved to be guilty, or that the said matter is proved to have happened due to their negligence and carelessness.

The committee shall also perform any other duty or mission assigned by the Executive Committee.

Committee of Economic Affairs

The Executive Committee of the Abu Dhabi Executive Council has issued a resolution forming the Committee of Economic Affairs of Abu Dhabi Emirate, chaired by the Chairman of the Department of Economic Development.

The resolution named the Chairman of the Department of Culture & Tourism, the Undersecretary of the Department of Economic Development, the Undersecretary of the Department of Finance, the Undersecretary of the Department of Energy, and the Executive Director of the Operations Affairs Sector at the Department of Municipalities and Transport, as members of the committee.

The committee shall oversee all general economic and financial affairs within Abu Dhabi Emirate, economic stimulus packages, investments and free zones, financing and securities market, tourism development, industry, customs, logistic and economic affairs, government’s financial affairs, companies, real estate’s sector, statistics, government purchasing, development of SMEs, and any other matters assigned by the Executive Committee.

The committee is authorised to look into bids, direct orders, orders of change, additional works, delay fines, contractors and consultants’ due payments, expenses of operational contracts as within the AED250 million financial quorum of the committee.

The committee shall also ensure the implementation of general policies, plans, the comprehensive strategic plans as approved by the Executive Council, periodical evaluation of such plans, review of general policies, strategic plans, and programmes, to propose the initiatives and policies to develop the fields supervised by the committee, and to submit all that to the Executive Committee for approval.

The committee shall also evaluate and monitor the performance of government entities in terms of implementing the said legislations, strategies, goals, programmes, services and budgets, as well as resolutions of the Executive Council and resolutions of the Executive Committee, and to take any corrective decisions to ensure achieving the targeted objectives, and to submit a quarterly report to the Executive Committee.

In the same respect, the committee shall study applications related to credit, pricing, and tariff fees submitted by all government entities, and to submit related recommendations to the Executive Committee.

Infrastructure Committee

The Abu Dhabi Executive Committee has issued a resolution forming the Abu Dhabi Emirate’s Infrastructure Committee, chaired by the Chairman of the Department of Municipalities and Transport.

The resolution stated the Chairman of the Department of Energy, the General Secretary of the Environment Authority, the Undersecretary of the Department of Municipalities and Transport, the Director General of Abu Dhabi Agriculture and Food Safety Authority, the Director General of Abu Dhabi Investment Office, and the Director General of the Integrated Transport Centre as members of the committee.

The committee shall oversee all infrastructure matters within Abu Dhabi Emirate in terms of the affairs of municipalities, environment, waste, transport, government capital projects, projects of public and private sector partnerships, urban planning projects, energy and any other fields or affairs decided by the committee.

The resolution stated that the committee is the authorized body to look into amendment applications, merger of approved capital projects-before announcing the related bids, to issue direct orders, look into bids, orders of change, additional works in the contracts of capital projects and contracts of operational expenses- as within the AED250 million financial quorum of the committee.

The committee shall also approve or amend the scope of work of the approved capital projects- provided that not exceeding 25 percent of the approved total budget of the said project, and within the financial quorum of the committee, and to look into due payments to contractors and consultants, final settlements, exemption from delay fines provided all that is within the financial quorum of the committee.

In terms of public and private projects partnerships, the committee is to ensure implementing the general policies and the comprehensive strategic plans approved by the Executive Council, and to evaluate that periodically, provided all that is falling within the financial quorum of the committee.

The committee shall also monitor the performance of government entities in relation to the fields under the supervision of the committee- with regard to implementing the legislations, strategies, goals, programmes and services, budgets and resolutions of the Executive Council, and to take any required corrective measures to ensure achieving the targeted goals, and to submit a related quarterly report to the Executive Committee.

Wellbeing Committee

The Abu Dhabi Executive Committee has issued a resolution forming the Abu Dhabi Emirate’s Life Quality and Wellbeing Committee, chaired by the Chairman of the Department of Community Development.

The resolution named the chairman of the department of health, chairman of the department of education and knowledge, the undersecretary of the Department of Community Development, and the Undersecretary of the Department of Culture & Tourism, the Undersecretary of the Department of Government Support, the General Director of the Abu Dhabi Police General Headquarters, a representative of the Department of Municipalities and Transport- of an executive director level, as members of the committee.

The committee shall oversee and supervise all affairs of the community in Abu Dhabi in terms of education, health, agriculture, sports, housing, human resources and Emiratization, justice, security and safety, family and childhood, pensions, culture, and any other fields defined by the Executive Committee.

The committee shall also supervise and follow up on the indicators of quality of life and wellbeing within Abu Dhabi emirate, set all needed plans to improve the quality of life in cooperation with all relevant entities and bodies, supervise the implementation of the said plans, direct orders, orders of change, additional works, delay fines, due payments to contractors and consultants as within the AED250 million financial quorum of the committee.

The committee is also responsible for implementing the genera policies, comprehensive strategic plans approved by the Executive Council, evaluate them periodically, to review the general policies, strategic plans, and programmes, and to submit all that to the Executive Committee.

The committee shall also proposes initiatives and policies to develop the fields under its supervision, submit that to the Executive Committee, monitor and evaluate the performance of government entities in terms of fields under the supervision of the committee in relation to legislations, strategies, goals, programmes, services and budgets, review the decisions of the Executive Council, and to take any corrective measures and procedures in order to achieve the targeted goals of the committee.
