دبي في 16 أكتوبر/وام/ أعلن معالي مطر الطاير المدير العام ورئيس مجلس المديرين في هيئة الطرق والمواصلات بدبي، تشغيل "السكوتر" الكهربائي في 11 منطقة سكنية جديدة، بداية العام المقبل، وبذلك يرتفع عدد المناطق المصرّح فيها بقيادة الدراجات الهوائية والسكوتر الكهربائي إلى 21 منطقة، وسيرتفع إجمالي أطوال المسارات المخصصة للدراجات الهوائية والسكوتر الكهربائي ومسارات الطرق المشتركة الآمنة، في مختلف مناطق إمارة دبي، من 185 كيلومترا، إلى 390 كيلومترا.
وأكد الطاير أن التوسع في تهيئة مناطق جديدة لتشغيل الدراجات الهوائية والسكوتر، يأتي تماشياً مع إصدار سمو الشيخ حمدان بن محمد بن راشد آل مكتوم، ولي عهد دبي رئيس المجلس التنفيذي لإمارة دبي، قرار المجلس رقم (13) لسنة 2022 بشأن تنظيم استخدام الدرّاجات في الإمارة، الذي يهدف إلى دعم الجهود الرامية إلى تحويل دبي، إلى مدينة صديقة للدراجات، والتحول نحو النقل المستدام الأقل تلويثاً للبيئة، وتشجيع السكان والزوار على استخدام وسائل التنقل البديلة، وكذلك تعزيز استراتيجية الميل الأول والأخير.
وقال إن المناطق الجديدة تشمل: الطوار الأولى، والطوار الثانية، وأم سقيم الثالثة، والقرهود، ومحيصنة الثالثة، وأم هرير الأولى، والصفا الثانية، والبرشاء جنوب الثانية، والبرشاء الثالثة، والقوز الرابعة، وند الشبا الأولى، وبتشغيل السكوتر الكهربائي في هذه المناطق، سيرتفع إجمالي أطوال المسارات المخصصة للدراجات الهوائية والسكوتر الكهربائي إلى نحو 390 كيلو مترا، وستخدم قرابة 114,503 نسمة من سكان تلك المناطق، مشيراً إلى أنه سيجري ربط المسارات، مع أهم نقاط الجذب ومحطات النقل الجماعي، البالغ عددها (10) محطات نقل جماعي، و(18) موقعا حيويا تشمل، الحدائق العامة، والعديد من المحال التجارية، بما يسهم في تعزيز رحلات الميل الأول والأخير والتقليل من الاعتماد على المركبات.
وأوضح الطاير أن اختيار المناطق والمسارات، جاء بناء على دراسات فنية، وتحليل بيانات لمختلف مناطق إمارة دبي لتقييمها من حيث السلامة وأحجام الحركة المرورية، وجاهزية البنية التحتية، وكذلك بناءً على الكثافة السكانية، والمناطق المخدومة بمحطات المترو ووسائل النقل الجماعي، مؤكداً أن الهيئة تعمل بالتنسيق مع القيادة العامة لشرطة دبي، على التأكد من تطبيق اشتراطات السلامة والأمان والالتزام بالقوانين والتشريعات ذات الصلة.
وأكد معالي مطر الطاير أنه لايزال العمل جاريا في تلك المناطق لوضع اللمسات الأخيرة وفق أعلى المواصفات والمعايير العالمية الخاصة بالسلامة المرورية، وتتضمن التحسينات الجاري تنفيذها في تلك المناطق وضع العلامات الأرضية واللوحات الارشادية، إضافة إلى تحويل الشوارع الداخلية إلى مناطق آمنة من خلال خفض السرعات من 40 كم/ساعة إلى 30 كم/ساعة وذلك لضمان التنقل الآمن للمستخدمين.
وناشدت هيئة الطرق والمواصلات الجمهور، عدم استخدام السكوتر الكهربائي في المسارات التي لاتزال قيد الانشاء، وذلك تفادياً لوقوع أية أخطاء أو حوادث مرورية، مؤكدة أن العمل في المناطق الجديدة، يسير وفقاً للخطط التنفيذية للهيئة، حيث شارفت على الانتهاء من وضع العلامات المرورية واللوحات الإرشادية الخاصة بالسكوتر الكهربائي، وفق أفضل المواصفات والمعايير الدولية الخاصة بالسلامة المرورية، كما ناشدت الهيئة سائقي المركبات توخي الحيطة والحذر عند القيادة داخل تلك المناطق، والالتزام بالسرعات المحددة على تلك الشوارع.
وشملت المرحلة الأولى التي شغلت فيها هيئة الطرق والمواصلات السكوتر الكهربائي، 10 مناطق وهي: بوليفارد الشيخ محمد بن راشد، وأبراج بحيرات جميرا، ومدينة دبي للإنترنت، والرقة، وشارع الثاني من ديسمبر، ونخلة جميرا، وسيتي ووك، إضافة إلى الطرق الآمنة في مناطق القصيص، والمنخول، والكرامة، وذلك ضمن مسار ونطاق محددين، إلى جانب 185 كيلومترا من المسارات المخصصة للدراجات الهوائية والسكوتر الكهربائي في مختلف مناطق إمارة دبي، باستثناء مسارات الدراجات في سيح السلم، والقدرة.
وأطلقت هيئة الطرق والمواصلات رابطاً إلكترونياً، على موقعها الإلكتروني: www.rta.ae، ويتيح للراغبين الحصول على تصريح قيادة السكوتر الكهربائي مجاناً، للسير على الطرق الآمنة في المناطق التي حددتها الهيئة، وذلك بعد الحصول على دورات تدريبية، واجتياز الاختبار عبر الموقع الإلكترونـي.
DUBAI 17 October 2022: Public can start using e-scooters in 11 new residential areas from the start of 2023, according to Mattar Al Tayer, Director-General and Chairman, Dubai’s Roads and Transport Authority (RTA).
The new areas where the use of e-scooters will be permitted are:
Al Tawar 1,
Al Tawar 2,
Umm Suqeim 3,
Al Garhoud,
Muhaisnah 3,
Umm Hurair 1,
Al Safa 2,
Al Barsha South 2,
Al Barsha 3,
Al Quoz 4, and
Nad Al Sheba 1.
By operating e-scooters in these areas, the total length of the bike and e-scooter tracks will jump to 390 km to serve 114,503 residents of those areas. These tracks relate to main attractions, 10 mass transport stations, and 18 prominent destinations such as public parks and commercial outlets. It will also enhance the first and last-mile journeys and reduce the reliance on private vehicles.
As such, the total number of districts in which e-scooters are permitted to operate increases to 21, and the total length of tracks dedicated to bikes, e-scooters, as well as safe and shared routes, rises from 185 km to 390 km, said RTA said Wam.
RTA has called on the public to refrain from using e-scooters on tracks that are still under construction to avoid traffic incidents. The construction of tracks at the new districts is progressing according to plan. Signage of e-scooters and traffic markings are about to be completed at world-class standards of traffic safety. RTA also urged motorists to be more cautious when driving inside those districts and observe the speed limits in place.
The initial phase of constructing biking and e-scooter tracks covered 10 Dubai districts, namely:
Sheikh Mohammed bin Rashid Boulevard,
Jumeirah Lakes Towers,
Dubai Internet City, Al Rigga,
2nd December Street,
The Palm Jumeirah, and
City Walk.
It also covered safe roads and tracks within specific zones at Al Qusais, Al Mankhool, and Al Karama, in addition to 185-km long tracks designated for bikes and e-scooters across Dubai, excluding the cycling tracks at Saih Assalam and Al Qudra.
Through its website, RTA launched a link enabling interested individuals to apply for free permits for riding e-scooters on safe roads designated by RTA. The process involves attending training courses and passing an online test.
“Expanding the scope of operating bikes and e-scooters to cover new districts is in line with the Resolution of the Executive Council No. 13 for 2022 endorsed by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, regulating the use of e-scooters in Dubai. It supports the efforts aimed to transform Dubai into a bicycle-friendly city and the migration to less-polluting sustainable transport. It also encourages visitors to use alternative mobility means and supports the first and last-mile strategy,” said Al Tayer.
“The selection of areas and tracks is based on technical studies and data analysis of various Dubai districts to assess them in terms of safety, traffic volumes, the readiness of the infrastructure, population density, and the proximity to metro and public transport stations. RTA collaborates with the General HQ of Dubai Police to ensure compliance with the safety and security standards along with the relevant rules and regulations,” explained Al Tayer.
“Work is up-and-running in those areas to finalise the construction of tracks in line with the top international standards of traffic safety. Improvements currently underway in those districts include ground markings, directional signs, and converting internal roads into safe areas by dropping the speed limit from 40 km/hour to 30 km/hour for the safety of riders,” added Al Tayer.
